He makes a subtle but IMPORTANT point that people shouldn't miss:
It's not the official CIA doing these things -- hasn't been for a long time. Many of these covert operations, soft coups, buying of the press, bribing politicians, even hiring of hitmen -- are done by private entities with no "official" ties to a state funded agency. There are clearly connections, just not official paper trails. The actual private security apparatus is MUCH LARGER. Much much larger.
There was a problem encountered in the 70's because congress people opposed to these operations wanted to expose them, and so started following the money that flowed from the national budget. They started asking questions about where the money was going, to who, to what companies. As members of congress they were able to obtain security clearance and had the responsibility of oversight over the funds and the agencies themselves. Even if they didn't have the votes to stop the operations, they had the information to leak or expose them. This was impeding the intelligence apparatus operations.
Okay, so the official CIA turned to alternative funding for these operations. To get around having to tell congress what they. were doing with tax-payer dollars, the CIA came up with new ways to make money themselves instead of relying solely on gov't funding. This resulted in a couple of high-profile scandals in the 80's (one where they were selling arms to Iran who was busy fighting a CIA asset in a bloody war -- yes, you read that correctly. The other was the CIA was running cocaine into the US to sell to Americans. These are just a couple of WELL KNOWN enterprises that were exposed).
These scandals were cramping their style, so they adopted a new model -- these covert operations would be wholly conducted by private shadow firms that are staffed with former intelligence and military personnel in a revolving door apparatus that makes it impossible to hold any agency directly accountable or trace those that are making the decisions. The funding is huge. The funding comes from defense contractors. Private companies that receive hundreds of billions of dollars annually (even more when there is a war on) provides weapons, munitions, supplies, and support services to the official military. At one point in was much lambasted that we were paying "$400 for a hammer or $200 for a toilet seat" which was obvious fraud. The fraud is still there, but is much less obvious. Everyone knows that $400 is too much for a hammer, but many people don't realize what the actual cost for a f-35 fighter jet, or tomahawk cruise missile should be.
These private contractors are a part of the ecosystem -- and why shouldn't they be. As the speaker in this video points out "The military wanted in". These contractors make money when war is on, and as such they are more than happy to participate. They now receive the funds and are able to perform the money-laundering through their opaque, private enterprise, which can distribute the billions of dollars to whoever and where-ever is needed -- often with "national security" protection. They are of course working in concert with "official" figures inside the upper echelons of gov't and military who are all waiting for high paying positions in the private sector when they enter the revolving door themselves.
