Seems like a great solution or an attempt at one. There is TOO MUCH expected from police. Even here in Arizona some departments have delegated or outsourced "problems" to groups like the Humane Society for animal cruelty issues, Community Outreach Services for homeless issues, etc. It all makes sense. Lots of training and hiring issues involved and I still think hiring ex military as police can be a huge problem. The mentality needed is so different. Soldiers are basically brainwashed killing machines, possibly have ptsd issues and other mental health issues. They are not the best people to use as police unless they can somehow be deprogrammed and understand their limits.
